When "Join a wireless network" appears as the suggested setup, you will be on the right track.assuming that you want the AirPort Express to connect to the modem/router's Wi-Fi network using a wireless connection. "Create a wireless network" would normally only appear if the AirPort Express were connected to the modem/router using an Ethernet cable.
